normally; that is, it's in the right kind of soil in the right growing zone, and looks healthy and plush overall, you can keep it healthy by practicing some simple basic lawn care.

Bluegrass is best suited for fertile, well drained soil with an ideal pH of 6.5-7.0, and in the growing zone of about the northern two-thirds of the United States.   

According to Lowe's.com how-to hints, the best time to fertilize is in the Spring and Fall, and the proper mowing height is two to three inches

The Lowe's site recommends the following four step maintenance measures for Bluegrass lawns:
o Late winter, early spring: Apply Lawn Fertilizer (in areas of mild winters).
o Late spring, early summer: Apply Lawn Fertilizer (in areas of cold winters).
o Late summer: Apply Lawn Fertilizer (all areas) and Starter Fertilizer (if overseeding).
o Fall: Apply Winterizer

Of course, results will vary, depending on a number of factors.  But try to "keep it simple"; Nature will do the rest.
