According to Trulia.com, the following housing markets in Delaware have shown positive growth in home sales prices (all housing types) since June-August, 2007:

Milford: Sales prices up 22.3%. Average sales price=$210K.
Harrington:
Sales prices up 20.8%. Average sales price=$203K.
Magnolia: Sales prices up 5.7%.  Average sales price=$246K.
Smyrna: Sales prices up 4.9%.  Average sales price=$252K.

Other pockets of positive growth are scattered around the state as well, but many areas have felt the same market crunch as the rest of America during 2007.
